The Event Scope

Two EU-funded projects – iProcureSecurity PCP and PREVENT PCP – have joined forces to organise a meeting to explore the PCP realm. Innovation procurement has proven to be an effective tool, enabling end-users to continuously enhance their capabilities through innovative solutions in real operational settings. This event is a unique opportunity to gather knowledge on innovation procurement processes, with a focus on the lessons learned by the procurers and contractors who participated in two PCPs. The sessions aim to present successful practices and examples of innovation procurement in the security and disaster resilience domain, emphasising the challenges and opportunities faced by both suppliers and buyers.

The event will highlight the importance of innovation procurement in the security and disaster resilience sectors, bringing together the first-hand experiences of procurers, showcasing the solutions developed by the two projects, and discussing practical ways forward for the exploitation and operationalisation of the innovative products across the Member States.

Explore the PCP and Make Contacts

Participants will have the opportunity to explore innovative solutions and engage in discussions on the future of Emergency Medical Services (EMS), mass casualty management, and security matters, including aspects of public transport safety, which is the central topic for PREVENT PCP. This event promises to be an invaluable occasion for numerous stakeholders, whether they are involved in emergency medical services and security or want to enhance their understanding and application of PCP processes and the cutting-edge solutions that have emerged from them.

This meeting is tailored for a diverse audience, including but not limited to EMS organisations, firefighters, law enforcement agencies, public transport operators, security practitioners, policymakers, and innovation procurement experts.

The next PREVENT PCP meeting will be held from 19 to 20 October in Paris. The event will be split into two parts.

The first one will be dedicated to the demonstration of solutions developed by the Contractors as a part of the pre-commercial procurement (PCP) process. The 4 Contractors will present their prototypes designed to detect unattended items in the public transport environment (train, metro, bus stations). All the solutions are currently installed and tested in Paris Gare du Nord station within SNCF premises with the goal to evaluate the performance and quality of the unattended items detections, directly connected to 50 cameras.

The project is progressing very quickly. Less than a year remains to complete its implementation. Therefore, the team must organise the General Assembly meeting. The goal is to summarize the completed tasks, discuss ongoing activities, and plan the next steps. Such face-to-face events strengthen cooperation and ensure the high quality of the results.

We are happy to invite you to the PREVENT PCP Info Day which will be held on September 13 in Brussels. The event will provide an excellent opportunity for all interested in the security of public transport to find out how to improve safety through pre-commercial procurement.

The meeting will be a part of the 3-day UITP Security Days, which will be attended by the stakeholders specialised in public transportation. The event will be dedicated to the European SAFE-BUS project too. This initiative brings together public transport and security services. Representatives of these groups will be in Brussels to participate in the final event of the project.

The PREVENT PCP Info Day will provide a general overview of the past, current and planned actions. The participants will be familiarised with the rules of setting up a successful pre-commercial procurement (PCP). Additionally, there will be a presentation dedicated to venture capital organisations and their role in supporting the PCP solutions. The event will be concluded with the working table session on the GDPR-related aspects in the context of public transport security.

During the first day, the progresses of Work Packages will be presented at the General Assembly Meeting. The discussion on the main achievements, current state of the art and challenges aims to help us to confirm that PREVENT PCP is on track. The goal is to provide technologies augmenting the security in public transport and public areas.

Then, the members of the User Observatory Group (UOG) will be welcomed. The practitioners behind the Consortium will be updated with the project’s outcomes, future events and issues related to venture capital. Selected Contractors that entered the next phase of the project will be presented too.

The second day of the meeting in Barcelona is dedicated to the Kick-off Phase 2. The partners of the Consortium, UOG members and Contractors will be familiarised with the details regarding this part of the works. During the upcoming stage, the qualified Contractors will develop a first prototype based on the design documents delivered in the previous phase and test their solutions in lab conditions. It means the selected technology providers are about to start the practical works. We look forward to seeing the results of their effort!

The PREVENT PCP team concluded 2022 with the Plenary meeting & Kick-off of the Phase 1 of the project. It was hosted by RATP and took place in Paris on December 14-16.

During the first day of the event, the project partners had the opportunity to participate in the social gathering which was accompanied by a visit to the RATP Security Control Centre. Then we moved to the next part of this meeting, which started with exploring the Paris metro network.

The main goal of PREVENT PCP is to conduct an innovative procurement of technology solutions that will allow timely automatic detection of potentially dangerous unattended items in public transport infrastructure. The developed technologies will be tested in four pilot sites. For this reason, the participants spent the night at the Châtelet Les Halles station to record a dataset, while the metro was closed for passengers. We created short videos representing the scenarios identified by the PREVENT PCP consortium and the User Observatory Group during the preparatory stage. Those materials will serve the developed technologies to learn and test algorithms for recognising abandoned luggage in the infrastructure of the pilot sites.

The second day was mainly dedicated to the issues related to the project implementation. Representatives of Work Packages presented the status of current works, along with the next steps and actions. Activities regarding the procurement, tendering and contract implementation were also elaborated. PREVENT PCP is divided into 4 Phases. We have already closed the Preparatory Stage and moved to the Phase 1: Solution Design. The consortium discussed a specific schedule for this stage and the communication plan with the contractors. Additionally, the planning of the Phase 2: Prototype Development was presented.

Last but not least, the third day was opened with welcoming the User Observatory Group members, who participated in the sessions on the current progress of PREVENT PCP. The welcome was followed by the official launch of the Phase 1 Kick-off meeting. The awarded Phase 1 consortia participating in the pre-commercial procurement process to provide technologies to be developed thorough the project were officially introduced. The companies presented themselves in an open session and then we proceeded to the presentation of their offered solutions in closed sessions with only the consortium and respective companies present.

We are very excited to announce that the awarded Contractors are:

  • AI-Transportation Consortium – A.I. Tech srl, SAET SpA.

Taking this opportunity, we would like to thank all companies that applied to compete in the PCP process (also the ones that were not selected for the next stage) for their interest and efforts in our project.

The PREVENT PCP Consortium is organizing the PCP Training for Public Buyers and End-Users that will take place on 16th and 17th June 2022 in Brussels.

It aims to provide information on innovative security solutions for the public transport, based on the European Assistance for Innovation Procurement (EAFIP) methodology.

The main modules will cover:

  • Understanding the PCP approach;
  • Clarifying the key steps to translate the results of the preparatory phase in the design of an innovation procurement process; and
  • Conducting the procurement procedure for the PCP (i.e. contract implementation).

The main target are Public Buyers from the project’s consortium and the User Observatory Group members representing procurement departments directly involved in the tender management process.

In addition, on the 15th June the PREVENT PCP project meeting will be held in order to discuss current issues related to both past and planned activities.

Marseille hosted the PREVENT PCP community from 18th to 20th January 2022. During these days the General Assembly, the User Observatory Group Meeting and the Open Market Consultation event have been organised in a hybrid form.

The General Assembly aimed to discuss all current issues relevant to the project’s scope, including planning and discussing the works of all Work Packages. This part has been attended only by the members of the PREVENT PCP Consortium. The outcomes will surely feed into the future work. The second day of the event was partly dedicated to the User Observatory Group session. The organisers conducted this part to be sure that the technology to be developed under the project will fit the needs of the end users. The project’s consortium and UOG members participated in a workshop during which they were collecting requirements for the PREVENT PCP Solution.

The Open Market Consultation main event gathered many interested public transport technology suppliers who consider to be involved in a pre-commercial procurement procedure which will be launched by PREVENT PCP. The participants had the opportunity to take part in the plenary session as well as be familiarised both with the feedback from a previous successful PCP and with the general PREVENT PCP presentation. Also, privacy issues and the Request for Information Questionnaire have been discussed. During the last part of the meeting, the organisers invited participants to attend the planning poker technique workshops to receive feedback from the market which will help to finetune the specifications and the tender procedure.

We would like to say thank you to everyone who attended the meetings both in Marseille and online. These three days were very fruitful. We look forward to implementing the next actions planned under PREVENT PCP.
