After a general overview of the PREVENT PCP project provided by Carmela Canonico from UITP, the participants were familiarised with innovation procurement methodologies, benefits and best practices. This part was led by Dr. Beatriz Gómez Fariñas, representing CORVERS.

In the following session Lessons learned, tips & takeaways on innovation procurement were presented by Matty van Sloten from CORVERS. An expert from the same institution, Egli Rrokaj, explained details regarding the involvement of venture capital in a procurement process. The event was concluded with a session on GDPR & video surveillance. Details on this subject were shared by Francesco Capparelli, the Italian Institute for Privacy.

• Introduction to pre-commercial procurement and its legal aspects, from CORVERS;
• The EAFIP methodology, open market consultation and business cases and their lessons learnt so far, from SNCF, VTREK, CORVERS and KEMEA;
• Designing an innovation procurement process and venture capital involvement (KEMEA and CORVERS);
• Dealing with EU restricted information (KEMEA and CORVERS);
• Legal requirement analysis (GDPR regulations and data protection).

The training started with a dive into the theoretical understanding through the methodologies and analysis before getting a good look at what PCP means practically and the key areas to address in today’s public transport sector.

“The European commission has an idea in mind and it is innovation, which is why this an important time for us”, said Anabel Peiro Baquedano, Legal Procurement Consultant at CORVERS.

Now that the PREVENT PCP contract notice has been issued, the PCP process is now at its first crucial point. From now on, it is important for all stakeholders involved to understand the technical aspects behind the processes and procedures.

It aims to provide information on innovative security solutions for the public transport, based on the European Assistance for Innovation Procurement (EAFIP) methodology.

The main modules will cover:

• Understanding the PCP approach;
• Clarifying the key steps to translate the results of the preparatory phase in the design of an innovation procurement process; and
• Conducting the procurement procedure for the PCP (i.e. contract implementation).

The main target are Public Buyers from the project’s consortium and the User Observatory Group members representing procurement departments directly involved in the tender management process.

In addition, on the 15^th June the PREVENT PCP project meeting will be held in order to discuss current issues related to both past and planned activities.
